
On 23 June 2026, the MEC for Cooperative Governance, Traditional Affairs and Human Settlements, Mr Saki Mokoena, met with the leadership of Ngwathe Local Municipality at the Council Chambers to formally communicate the implications of the Constitutional Court judgment, which upheld the Free State High Court ruling on governance and service delivery challenges within the municipality.
During the engagement, the MEC informed the municipal leadership of the Free State Executive Council’s resolution to implement the court order and introduced Dr Solly Montingoe as the Administrator appointed to oversee the implementation of the intervention.
The meeting was attended by the Executive Mayor of Ngwathe Local Municipality, Cllr Victoria De Beer, the Head of Department for COGTA and Human Settlements, Mr Tshepiso Ramakarane, councillors, municipal leadership and other key stakeholders.
The intervention is aimed at restoring effective governance, strengthening accountability and improving service delivery for the residents of Ngwathe Local Municipality. The engagement also provided clarity on the implementation process and the way forward in giving effect to the court’s judgment. The meeting formed part of the Free State Provincial Government’s ongoing commitment to strengthening governance, promoting accountability and ensuring improved service delivery for communities across the province.
