The Portfolio Committee on Cooperative Governance and Traditional Affairs, lead by Chairperson, Dr. Zwelini Mkhize, is in Maluti-A-Phofung Municipality today. These visits are part of the Committee’s constitutional mandate to ensure accountability, improve governance, and enhance service delivery for the benefit of residents in the Free State. “We’ve been concerned about the challenges in service delivery and particularly the community’s concerns, which they have expressed and the AG’s report, which has shown an adverse outcome. So we as the Committee are hoping that we’ll have a better understanding of the issues of governance and service delivery in this Municipality.” – Dr. Mkhize

The Committee engaged in lengthy discussions with the Municipality’s leadership in order to assess how well national policies are being implemented in the Municipality and address challenges faced by the Maluti-A-Phofung Local Municipality in order to ensure accountability and compliance with relevant legislations. Ultimately, the Committee’s goal is to have consequence management which will improve the Municipality and change the way in which it is run, thus satisfying the community on services.

Key focus areas include:

* Municipal Performance & Governance: Assessing administrative stability, leadership effectiveness, and adherence to good governance practices.

* Service Delivery: Evaluating the provision of basic services such as water, sanitation, electricity, and waste management.

* Financial Management: Reviewing municipal finances, including expenditure, revenue collection, and adherence to audit recommendations.

* Interventions & Support: Monitoring the impact of provincial and national interventions in underperforming municipalities.

* Public Engagement: Engaging with community stakeholders to understand their concerns and expectations.

The oversight visit was followed by community engagements in Bluegumbosch Multipurpose Centre, where the community was given a chance to voice their frustrations and dissatisfaction.
