The Parliament’s Portfolio Committee on Cooperative Governance and Traditional Affairs commenced at Mangaung Metropolitan Municipality hosted by the Free State Department of COGTA.

The objective of the visit is to conduct an oversight as mandated by the Constitution to monitor and oversee government  work, in order to ensure service delivery at both provincial and local government levels.

The committee is scheduled to be in the  province until 28 February 2025 focusing on the Mangaung Metropolitan Municipality and  Maluti A Phofung Local Municipality. The Committee will also conduct site visits and engage with communities around Bloemfontein.

Different presentations from the province were done led by the Free State MEC of COGTA, Saki Mokoena on the status of municipalities in the province.

Presentations included the following: Engagement with the MEC of COGTA and Department Finance on:

  • The state of municipalities in the Province.
  • Impact effectiveness and challenges with S154 support provided by the province.

* Presentation by AGSA Free State: audit outcomes of municipalities in the Free State.

* Presentation by SALGA on the support provided to municipalities in the Free State.

* Presentation by DCOG on the State of municipalities in the province and support provided to assist municipalities.

* Presentation by Mangaung Metropolitan Municipality:

● Governance- political and administrative interplanetary, skills and qualifications of the administration; functionality of Munucipal Public Accounts; Committees and ward committees.

● Financial management- implementation of the Financial Recovery Plan (FRP), unfunded budget; municipal debt (owing and owed), revenue collection, progress on addressing Material Irregularities.

● Bulk Infrastructure- State and maintenance of infrastructure, non-revenue water losses.

● Service delivery- access to water and electricity, indigent register, poverty and unemployment, CWP programme, refuse removal and Human Settlements.
